  7. He rejects goodness.
  8. He plans sin (Psalm 36:4).
  9. He sets himself against all good.
  10. He loves sin.

This expression is confusing as translated here.  How can the transgressions of the wicked speak within the heart of the servant of the Lord?  The sins of the wicked are in their own hearts. It should read, “The speech of rebellion to the wicked is in the midst of his heart”; or “The ungodly conceives wickedness in his own heart, for there is no fear of God before his eyes.”  It is not by example that he commits sin; the heart itself is the fountain that sends forth the streams of sin (Mark 7:19-23).  There is a spirit of sin in man-the very nature of the devil (John 8:44; Ephes. 2:1-3; 1 John 3:8).  See Two Old Things That Pass Away.

Quoted in Romans 3:18.
